A concerning situation has arisen with the recent sighting of a possible narcotics submarine in the vicinity of Kabara, part of the Lau Group. This development has sparked alarm among local authorities, as it suggests that international drug trafficking organizations are taking advantage of Fiji’s isolated island waters to smuggle dangerous substances into remote communities.
Roko Tui Lau, Jioji Kalounivalu, confirmed that this suspicious sighting has been reported to relevant authorities for further investigation.
"Just two days ago, we noticed something resembling a narcotic submarine, and it was reported yesterday," he stated in a recent communication.
"We have forwarded this information to the Navy Rescue Coordination Center (RCC), and they are currently looking into it."
Kalounivalu emphasized that the threat posed by drug use is already significant, pointing out that there are visible signs of both marijuana and harder drugs being consumed on the islands.
"Currently, we’ve observed individuals using drugs here—not just marijuana, but also more dangerous substances," he remarked, shedding light on the escalating peril facing families and their communities.
The geographical layout of Lau makes the province particularly susceptible to such issues.
"Being a maritime province, our unique geography poses challenges for monitoring and conducting regular surveillance operations. Police presence is limited to only three main areas: Lakeba, Vanuabalavu, and Moala, and they simply do not have the resources needed to cover all the islands,” he explained.
As a result, the community finds itself in a precarious situation, hesitant to directly confront potential drug traffickers, who may be armed. Instead, villagers have taken to reporting any suspicious vessels—like yachts or unfamiliar boats—to the authorities.

The sighting of this suspected submarine highlights a mounting threat to Lau's isolated communities, where the sparse police presence and extensive maritime territory leave residents vulnerable to organized crime. Local authorities stress that maintaining a high level of vigilance and promptly reporting suspicious activities is crucial in combating the proliferation of drug networks throughout Fiji’s outer islands.
Mr. Kalounivalu advocated for traditional village leaders to be granted stronger powers and resources, supported by legal frameworks, to better shield their communities from this rising tide of illicit drugs. He mentioned that this pressing issue has been consistently discussed in meetings of the Lau Provincial Council and the Bose ni Vanua.
He pointed out that the Tui Nayau is spearheading initiatives to empower chiefs, especially in these remote maritime areas, by seeking out traditional law forums that would establish village-specific regulations congruent with national laws.
Mr. Kalounivalu firmly believes that any traditional approaches taken would complement rather than disrupt the formal justice system.
